Factory acceptance is only one control point. A pipe may pass yard inspection, then be damaged at a sling, timber support, pipe end, trench wall or backfill interface. Because different parties handle unloading, storage, joint work and lowering-in, every handoff needs a recorded condition, owner and release decision.
The governing question is whether the coating remains fit for burial after each handling event. The field plan must define inspection timing, stop criteria, repair approval and the evidence attached to each pipe number before backfill. It should also identify the evidence required before each release.
Predictable damage zones include cutbacks and bevels, weld-seam shoulders, coating transitions, supports, separators, sling locations and the pipe invert. Rock, hard soil clods or debris can puncture or abrade coating after the factory holiday test.
Records must distinguish factory repair, transit damage, yard damage and field-joint work. Without pipe number, location, date, defect dimensions, repair system and re-test result, even an acceptable patch can become a claim because the parties cannot establish when it was made.
Before delivery, define lifting gear, contact materials, support spacing, stacking limits, re-inspection triggers, holiday-test conditions, repair materials and release authority. Before unloading, photograph pipe ends, coating body, supports, straps and separators. Repeat visual and holiday inspection after rehandling, fit-up, field-joint work and lowering-in. Record pipe number, clock position or chainage, defect size, preparation, repair material, cure status, photograph reference and re-test result.

Control cost should be evaluated against the failure point. Soft slings, padded separators and documented support spacing cost little compared with re-excavation after backfill. An extra inspection after lowering-in adds time, but it closes the period in which sling, trench-wall or bedding damage can remain undetected. The project should spend where the consequence and detectability justify the control.
A coating standards comparison can help identify which requirements need to be carried into field procedures, but the project must still define accepted defect size, holiday-test procedure, repair qualification, cure confirmation and reinspection. The governing project specification remains the acceptance document.
A pipe may pass yard release, then be shipped, stored, moved, welded, joint-coated and lowered into the trench. A holiday found before backfill may therefore follow several separate handling events.
Ownership is traceable only when records follow the pipe: receipt photos show arrival condition, storage logs identify supports, joint records capture cutback and repair work, and post-lowering tests record final condition. A missing handoff leaves only competing assumptions.
Use the same compact record through final release: pipe number, date, location, condition code, defect dimensions, photograph, repair system, inspector and re-test result.
Trench and storage support conditions can damage intact coating without any lifting incident. The field review should cover bedding gradation, removal of sharp rock and debris, support spacing, cribbing contact material, sagging between supports and the condition of the pipe invert before burial.
For water and utility lines, specify protective padding or selected backfill, when to lift the pipe for invert inspection, and how to mark repairs for final review. Constrained urban sites need extra control because short moves and temporary stacking multiply contact events.
Compare these controls with the consequence of late discovery. Cleaner bedding, controlled supports and post-lowering holiday testing add measurable cost, but excavation, coating removal, repair, re-test and schedule delay after backfill usually cost more. State that tradeoff in the method statement.
The checklist should support a go, repair or hold decision, not merely collect signatures. Exposed steel, active holidays, crushed end protection, unapproved repair material or damage inside the field-joint zone should trigger a hold. Cosmetic marks with no coating breach may be recorded and released under the project criteria.
Each hold point needs an owner and release authority. The contractor may perform receiving inspection, the coating applicator may issue the repair procedure, the owner's inspector may approve major repairs, and a joint sign-off may release the pipe for backfill. Names and acceptance evidence should be defined in the inspection and test plan.
A workable handoff sequence is: document condition at arrival; verify supports and storage; inspect after each high-risk move; map and repair defects; re-test repaired areas; and obtain final release before backfill. Using the same pipe identifier across every record prevents gaps between logistics, welding and coating teams.
The final practical hold point is immediately before backfill. Confirm the pipe body, invert, field-joint coating, cutback transitions and repaired areas; verify repair cure; complete the required holiday test; and attach the result to the pipe or weld number. Once buried, access requires excavation and the cost of uncertainty rises sharply.
The release record should state who inspected, what method and equipment were used, which defects were repaired, and whether the pipe was accepted without qualification. This gives the owner, contractor and inspector a common baseline for later integrity review.
